Keeps a simple record of every opt-out filed, the date, and status so you can follow up. Doesn't file anything itself.

Keep a log in /workspace/optouts.csv of each opt-out: site, date filed, status, and confirmation needed. Change nothing on any site. Summarize what's still pending each Friday.
