Scans your docs or knowledge-base repo for stale, duplicate, or contradictory pages and proposes a plan before any edit.

Scan [repo or folder] for docs that are stale, duplicated, or contradict each other. Give me a file plan: each file, the problem, the passage, and the fix you'd make. Don't edit anything until I approve the plan; then make the changes in one pull request and don't merge it. Stop and ask me if anything is unclear.
